Property owners may request voluntary Annexation into the City of Dunedin from an unincorporated area of Pinellas County. Any property within the Dunedin Planning Area is eligible for voluntary Annexation. Learn if Annexation is right for you below.  

Property owners can apply for Land Use Plan Amendments or Zoning Changes by completing the form below. For more information on this process, contact the Community Development Department.

Application Process

Step 1.Applications for Annexation, Land Use Plan Amendment, or Zoning Changes

To apply for annexation of a property into the City of Dunedin, apply for a Land Use Plan Amendment, or apply for a Zoning Change, fill out this form.

Step 2.Application Fees

  • Annexation into the City of Dunedin is no charge
  • Land Use Plan (LUP) Amendment only is $1,500.00
  • Zoning Change only is $1,500.00
  • Land Use Plan (LUP) Amendment and Zoning Change is $2,000.00

Step 3.Application Requirements

Along with the application form, you must submit:

  • Title Certification Letter
  • Property Survey (no more than one year old)
  • Letter of Justification
  • Fees (see above)

Annexation into the City of Dunedin

Property owners may request voluntary annexation into the City of Dunedin from an unincorporated area of Pinellas County. Any property within the Dunedin Planning Area (DPA)(PDF, 1MB) is eligible for voluntary annexation. Often times, the reason for annexation is to receive City water and/or sewer services but this may not be the only reason. There is no fee to annex into the City of Dunedin so if you are interested in voluntary annexation, please contact us.

Application for Annexation

If you decide to annex, please complete the following application. Annexation of property into the City of Dunedin also requires a Land Use Plan (LUP) Amendment and Zoning District Designation (from County to City). Staff will assist in determining the most appropriate land use plan and zoning district designations for the property being annexed.
