Jorge M. Quintas was hired in May, 2014 as the Director of Public Works & Utilities / City Engineer; responsible for the largest City department comprised of over 150 employees. Jorge holds a BS degree in Civil Engineering from the University of South Florida. He is the recipient of the 2017 American Public Works Association (APWA) West Coast Branch – Public Works Director of the Year Award.
He is a licensed professional engineer in the states of Florida, Hawaii, and formerly in the Territory of Guam.
Prior to his tenure with the City of Dunedin, Jorge worked for Pinellas County from 2000 through 2014, holding several positions of progressive responsibility, from Senior Engineer, Director of Engineering, Director of Operations for Public Works, to Director of Engineering and Technical Support.
He spent the first half of his career working in the private sector for local and international engineering consulting firms on projects throughout Florida, in Argentina, Puerto Rico, Hawaii, and Guam.
As the Public Works & Utilities Department Director and City Engineer, Jorge provided direct supervision of Dunedin’s Engineering Division, along with oversight of the Water, Wastewater, Solid Waste & Recycling, Public Services, and Fleet Services Divisions, as well as the Utility Billing Section.
Prior to his appointment to Deputy City Manager, Jorge provided oversight of several municipal projects, including the Refurbishment of the City’s Reverse Osmosis Water Treatment Plant; the New Emergency Operations Center; Solid Waste Vehicle Storage Building, and various drainage and roadway improvement projects throughout the City.
Jorge is responsible for oversight of: Parks & Recreation, Fire / Rescue, Public Works & Utilities, Dunedin Library, and the City Marina. He will also manage large scale special projects.
