The City Manager Department establishes the City's organization, directs and supervises administration of all departments; enforces all laws, charter provisions and Commission policies; keeps the Commission abreast of policy matters; submits annual operating and capital budget to Commission; and reports to the Commission on the financial and administrative activities of the City.

Jennifer Bramley, City Manager

Jennifer K. Bramley was appointed City Manager by the City Commission in 2017. She oversees the day-to-day operations of 380 employees who serve 37,500 residents.

Jennifer started her career in August 1990 as an Assistant City Planner for the City of Coral Springs, Florida. She worked progressively more responsible positions in the Community Development Department from Assistant Planner to Chief Planner. During those years, Jennifer was instrumental in the development the Slice of the Springs town hall meetings, the Development of Regional Impact for Downtown Coral Springs, the Community Redevelopment Agency and the Neighborhood Partnership Program. She also contributed to special projects such as the Public Art Program and the Traffic Calming Program. Jennifer was pleased to contribute to the City’s efforts to win the Governor's Sterling Award for quality and organizational excellence in 1997 and 2003.

In 2007, Jennifer joined the City of Tamarac, Florida as the Director of Community Development. She was responsible for five divisions, consisting of Code Compliance, Planning and Zoning, Housing and Neighborhoods, Economic Development and Business Revenue. She returned to the City of Coral Springs as the Deputy City Manager in August 2013.

Jennifer holds a Bachelors of Art in Political Science from Florida Atlantic University. She completed the University of Virginia Darden School of Business Leadership Development course in 2007, and the Florida International University Academy of Strategic Management in 1998. She is an International City/County Management Association (ICMA) Credentialed Manager and a member of the Florida City & County Management Association (FCCMA).

Jorge Quintas, Deputy City Manager

Jorge M. Quintas was hired in May, 2014 as the Director of Public Works & Utilities / City Engineer; responsible for the largest City department comprised of over 150 employees. Jorge holds a BS degree in Civil Engineering from the University of South Florida. He is the recipient of the 2017 American Public Works Association (APWA) West Coast Branch – Public Works Director of the Year Award.

He is a licensed professional engineer in the states of Florida, Hawaii, and formerly in the Territory of Guam.

Prior to his tenure with the City of Dunedin, Jorge worked for Pinellas County from 2000 through 2014, holding several positions of progressive responsibility, from Senior Engineer, Director of Engineering, Director of Operations for Public Works, to Director of Engineering and Technical Support.

He spent the first half of his career working in the private sector for local and international engineering consulting firms on projects throughout Florida, in Argentina, Puerto Rico, Hawaii, and Guam.

As the Public Works & Utilities Department Director and City Engineer, Jorge provided direct supervision of Dunedin’s Engineering Division, along with oversight of the Water, Wastewater, Solid Waste & Recycling, Public Services, and Fleet Services Divisions, as well as the Utility Billing Section.

Prior to his appointment to Deputy City Manager, Jorge provided oversight of several municipal projects, including the Refurbishment of the City’s Reverse Osmosis Water Treatment Plant; the New Emergency Operations Center; Solid Waste Vehicle Storage Building, and various drainage and roadway improvement projects throughout the City.

Jorge is responsible for oversight of: Parks & Recreation, Fire / Rescue, Public Works & Utilities, Dunedin Library, and the City Marina. He will also manage large scale special projects.

Nicole Delfino, Strategy & Sustainability Manager

Nicole Delfino joined the City of Dunedin in August 2021 as the Assistant to the City Manager. In October 2023, Nicole was named Manager of Strategy & Sustainability, a new Division within the Office of City Manager.

Prior to joining the City of Dunedin, Nicole worked for St. Petersburg College, where she held the role of Operations Improvement Coordinator responsible for strategic real estate initiatives, development of college-wide process improvements, administrative responsibilities, and design and construction project management.

Her background and experience in budgeting, human resources, government processes, customer service, and project management enhance her ability to serve this position and the City of Dunedin.

Primary to her role with the City, Nicole will serve as the manager of the City-wide Strategic Planning effort, coordinate legislative priorities and state and federal advocacy, manage citizen and business surveys, serve as liaison to the Arts and Culture Committee & Chamber of Commerce, enhance the Sister City program, and other administrative and project duties as needed.
