Citizen Survey 2022

Citizen surveys are a valuable research tool for elected officials and City administration to identify areas our community excels in and areas that need work. It is a tool to gauge resident perspectives, provide insights, and capture valuable feedback. In early 2019, the City of Dunedin surveyed residents utilizing a robust survey delivered digitally and via phone interviews. Approximately 1277 survey responses were recorded.  Results of the survey were delivered to the City Commission on April 15, 2019.

The Good News...Research showed that 76% of respondents felt Dunedin was an excellent place to live with high ratings in the areas of Library, Parks and Recreation, and Emergency Services. Overall, more than 95% of residents were satisfied with the City's services.  

The survey was also able to highlight and identify areas of concern, such as growth, parking, traffic, and multi-modal safety. Based on the results in these areas, the City focused on improving the areas of concern. Acton items that resulted from the 2019 survey include providing educational campaigns and did you know information, securing alternative parking options, adding green space, engaging focus groups, developing the Multi-Modal Master Plan, enacting the Historic Preservation Ordinance, developing the Citizens' Academy, revising the land development code and more!  

To continue working to meet the needs of our residents, the City of Dunedin is conducting a follow-up Citizen Opinion Survey launching on February 14, 2022. The survey will remain open through March 27. The survey questions will closely duplicate those seen in the 2019 version to maintain data integrity. Comparisons between the two year's responses will allow the City to capture the impacts of the work done in the areas of concern, reflect the impact of improvements, benchmark services, and guide the Commission and City Administration for the next several years to respond to resident needs.

Why a Citizen Survey?

The City of Dunedin is committed to hearing from its residents. The City has engaged survey experts, Research Data Services Inc. (RDS), to create and conduct a 2022 Citizen's Opinion survey. 

This 2022 survey is built upon the 2019 survey to gauge residents' satisfaction with services, provide perspectives, and capture feedback. The act of comparing one survey year to another will allow the City to see how the impacts of its work over the past several years may impact opinions.

As you may have guessed, some highlighted items from the 2019 survey for residents included: parking, traffic, safety, building and development, and green spaces/environment. 

Based on the 2019 feedback and together with the 2020 Business Opinion Survey, the City developed an action plan to address several of these top concerns. Work amongst the departments focused on addressing those items of most concern. 

Even with a pandemic in the mix, looking back over the last three years, many items were addressed with specific actions. The chart below represents the City's work in response to the 2019 opinion survey. 

The City wants to continue to improve upon and address your priorities. As residents, your feedback guides the actions of staff in crafting budget requests and project plans. One of the best ways to provide feedback is by completing the 2022 Citizens' Opinion Survey. Data gathered from this new survey will be compared to the 2019 survey and provide direction on those items that matter most to residents. 

From there, we will continue working on improvements in every area identified. Don't delay. Please complete the survey (just once) before it closes on March 27!

RESPONSE/ACTIONS BY CITY

Traffic

  • Resident Focus Group identified Alt 19, SR580, and Causeway as major areas of concern, all of which are outside of City jurisdiction.
  • City is working with FDOT and Pinellas County on Skinner Blvd Enhancements and Pinellas County & State Legislature on funding improvements to Causeway and Causeway Bridge.
  • Engage/Hire a Traffic Engineer (position posted but not yet filled).

Affordable Housing

  • Developed an Affordable Housing Toolkit/Program Assistance with waives certain City regulations and fees to attract affordable housing development.
  • Apply for Grant Aid to assist with development of affordable housing. Currently pursuing a 71 unit development near Keene and Union.

Growth and Development

Modify Land Development Code to:

  • Create an Architectural Review Committee
  • Reduce maximum height allowances and increase setbacks in certain districts.
  • Eliminate bars, restaurants, and hotels from residential downtown “B” streets.
  • Add Design Review expiration
  • Develop a Historic Preservation Advisory Committee and Historic Preservation Ordinance

Public Transportation

  • Develop the Multi-Modal Transportation Master Plan
  • Engage PSTA for Autonomous Vehicle Routes
  • Provide Remote Parking Shuttles during events

Environment

  • Certified by the Florida Green Building Coalition (FGBC) as a Certified Green Local Government
  • Add Duke Energy Electric Vehicle (EV) charging stations
  • Declared as a Hope Spot with Blue-Green Connections
  • Offer the Solar Rebate Grant Program
  • Partner with Duke Energy’s Clean Energy Connection Program
  • Install Solar on EOC center, Wastewater Treatment, and new City Hall
  • Develop Dunedin’s Resilient Environmental Action Master Plan (DREAM)
  • Purchase electric vehicles for the City’s fleet where possible

Parking

  • Offer remote/special event parking
  • Enter into parking agreements with Mease Dunedin, Achieva, and Curtis Fundamental
  • Purchased parking lot downtown at Douglas and Scotland
  • Coordinate for improved routes and services with the Jolly Trolley, Clearwater Ferry, and PTSA

Communications
