Resolution 16-33 was approved, amending Resolution 16-22, Section 1, Item 6 titled "Complimentary (Free) Parking Areas (2 Hour Maximum)" to include "c. Main Street east of Highland Avenue (M-F only until 6:00 p.m.)"

Resolution 16-27 was approved, adding the 380 Main Street/Douglas Avenue property (currently used as leased parking) into the Downtown Parking Management Plan for the next 4 to 6 months.

The following Resolutions were adopted:

  • Resolution 16-22 for establishing parking locations, payment type, schedule of fines and location of residential parking permit areas
  • Resolution 16-23 establishing Parking Performance Measures for the Pilot Program
  • Resolution 16-24 appointing a Special Magistrate to hear parking violation matters
  • Resolution 16-25 waiving paid parking revenue during certain downtown special events

RFP 16-1068 Parking System Management Services:  A contract was awarded to SP Plus Corporation of Chicago, IL to provide parking management services for the City's parking system.

Approval was granted for improvements at 500 Wood Street to define and enhance existing parking spaces and create additional downtown parking and golf cart spaces.

A contract was awarded to Parkeon, Inc. of Moorestown, NJ to furnish and install 44 parking pay stations and provide other related services for the City's Parking System.  In addition, City staff were granted the flexibility to contract with Parkeon for enforcement services.

Walker Parking Consultants presented their recommendations on the implementation of the approved Parking Management Plan that includes complimentary (free) and paid parking areas.  The Parking Management Plan was approved by Commission.

May 8, 2016 
Walker Parking Consultants made a presentation on their DRAFT recommendations for implementing the paid parking plan downtown.  The public meeting was held at the Community Center (1920 Pinehurst Road) in the Elliot Room at 5:30 p.m.

The BayCare Health System Standard Parking License Agreement for special event parking was approved between the Trustees of Mease Hospital, Inc. d/b/a Mease Dunedin Hospital & the City of Dunedin.

Approval was granted to draft an RFP (Request for Proposal) for Parking Management pay stations.

Three downtown parking authorizations were approved:

  • Hybrid parking map showing free and paid parking areas in concept
  • Allocation of all available BP funds toward elements of the Parking Management System
  • Authorization to prepare a draft Request for Proposal (RFP) or Request for Quotes (RFQ) for a pay station vendor that would go out to bid in early spring 2016

The alternative Parking Management System proposal including the use of a portion of the BP settlement money was approved.  This would include a paid parking component.

Two important issues were discussed at this workshop:  How to get people to park in the right spots and how to replace the parking that is known to be going away.  Of the five options presented, Commission determined they would like staff to move forward on two options for further consideration:

  • Option C - Hybrid Pilot Plan
  • Option E - Free enforced (3-Hour) parking with a phased-in approach to a paid parking program
