One of the most significant facets of City government involves boards & committees.
The City of Dunedin currently oversees 28+ active boards, committees, agencies and authorities as part of their dedication to serve our community. We are most fortunate to have the expertise and knowledge offered by members of these boards & committees to provide essential input that aids the City Commission in making decisions for the needs of the city. All meetings are open to the public and we encourage you to attend.

The City Clerk's office is continually seeking applications from qualified citizens interested in serving on any of the City's 28+ active boards/committees/agencies/authorities. Information pertinent to each board & committee was compiled in an effort to generate interest and participation. We hope that this will provide you with some insight as to each board or committee's function and purpose and that you may be interested in serving as a member.

(Please note residency requirements vary with each board or committee; members cannot be employees of the City; cannot be serving on more than two boards/committees concurrently.)

ARTS & CULTURAL ADVISORY COMMITTEE
Duties:
The Committee's primary duties are to develop and present a Cultural Plan for the City of Dunedin for adoption by the City Commission, and to monitor the implementation and success of such plan and to make recommendations to the City. The Committee will also serve as a panel for proposals involving art and cultural issues.

Requirement(s) to be a Member:
• Must be at least one (1) of the following:
     o Dunedin resident
     o Principal place of business in Dunedin

Maximum Number of Members:
• Nine (9) regular members
• Two (2) alternates

• Three (3) year terms

BOARD OF ADJUSTMENT AND APPEAL
Duties:
This board is responsible for hearing cases that fall within the purview of the Uniform Development Code. This board hears and decides appeals when it is alleged there was an error in any order, requirement, decision, or determinate made by the Building Department in the enforcement of the Building Code regulations.
This is a quasi-judicial board and requires filing a Financial Disclosure form.

Requirement(s) to be a Member:
• Dunedin Resident
• Shall not be engaged in regular business with the City of Dunedin

Maximum Number of Members:
• Five (5) regular members
• Two (2) alternates

Length of Term:
• Two (2) year terms

BOARD OF FINANCE
Duties:

The Board shall examine, analyze and comment on the Investment Policy of the City and its portfolio; proposed indebtedness, strategic long term fiscal needs of the City, major capital projects, the annual City operating budget, annual City capital budgets, City audit report, Annual City management report and consider such matters as requested by the City Commission or the City Manager.

• Dunedin resident

BUILDING BOARD OF ADJUSTMENT & APPEAL
Duties:
This board hears requests for variances to the provisions of the Southern Standard Building Code and City Code.

This is a quasi-judicial board and requires filing a Financial Disclosure form.

Requirement(s) to be a Member:
• Dunedin resident
• Have knowledge and experience in technical codes, such as design professionals, contractors, or building industry representatives
• One (1) alternative member from the building industry
• One (1) alternative member from the public

CAUSEWAY & COASTAL WATERWAY COMMITTEE
Duties:

The Committee shall study all issues of public safety, concessionaire activity, commercial uses, environmental concerns, public enjoyment of the causeway, its adjacent waters; beach maintenance, its adjacent waters and the ultimate effect on St. Joseph Sound; maintenance and navigation issues relative to Hurricane Pass and the waters of St. Joseph Sound adjacent to the causeway, and shall monitor and report to the Commission all matters relative to the continuing development and use of Honeymoon Island State Park.

Requirement(s) to be a Member:
• Dunedin resident
• One (1) member from Environmental Quality
• One (1) member who is a resident of the Causeway west of Ward Island
• One (1) member active in boating community

CHARTER REVIEW COMMITTEE
Duties:

This committee reviews and makes recommendations regarding changes to the City's Charter.

• Dunedin resident

• Five (5) members
• Two (2) ex-officio members

Committee is formed every 5 years, next due in 2016. Meetings are several times per month until task is complete.

CODE ENFORCEMENT BOARD
Duties:

This Board is charged with hearing cases involved with alleged violations of the codes and ordinances of the City of Dunedin. The Board listens to evidence presented by the City and by the respondent, as well as any witnesses, and attempts to work with the respondent to aid in compliance with associated laws. The Board has the power to assess fines if compliance is not met, but the true goal is to bring the property into compliance so as to maintain the beauty and safety of the City of Dunedin.

The meetings are recorded and are attended by the Code Enforcement Officers from the City, the Director of Community Services, the secretary of the Board and the City Attorney. Parliamentary procedure guides the meetings, but the Board may vary procedure as it deems necessary in order to facilitate the orderly conduct of the business before them.

This is a quasi-judicial board and requires filing a Financial Disclosure form. All meetings are open to the public.

• Dunedin resident

Members are appointed by the City Commission and membership shall include, whenever possible, an architect, a businessman, an engineer, a general contractor, a subcontractor and a realtor.

COMMITTEE ON AGING
Duties:

The Committee on Aging assists in projecting the needs of Dunedin's aging population and helps promote the development of plans and programs to meet these needs in order to contribute to the quality of aging in Dunedin.

Recognizing that an elder ready community is beneficial to all ages, the committee's activities are intergenerational in nature and include: Older Americans Month annual program, caregiver educational series, essay contest (My Favorite Older Adult) through local schools, Senior Hall of Fame, elder ready community assessment (promotes universal design which benefits all age segments and abilities/disabilities), Communities for a Lifetime Action Plan, intergenerational programs, Day of Sharing, hurricane preparedness seminar, quarterly forums, and monthly meetings.

The structure of the Committee on Aging includes an Issues Committee, Hospitality Committee, Public Relations and Outreach Committee, Events Committee and an historian. Any questions or interests in this committee should contact the Committee on Aging office at 727-298-3299.

• Must be at least one (1) of the following:
o Dunedin resident
o Principal place of business in Dunedin
o Serve in a major volunteer capacity with an organization that serves Dunedin

COMMUNITY REDEVELOPMENT AGENCY ADVISORY COMMITTEE
Duties:

CRAAC stands for the Community Redevelopment Agency Advisory Committee. The committee mainly works on the community redevelopment of the downtown area of Dunedin. This committee is very active, meeting generally every other month. They advise the City Commission on issues pertaining to the growth and development of the downtown core.

Requirement(s) to be a Member:

• Must be at least one (1) of the following: 
    o Dunedin resident 
    o Own a business in Dunedin 
    o Own Dunedin property 
    o Merchant in Dunedin

Maximum Number of Members:
• Eleven (11) members
• One (1) ex-officio representing the Public Relations Advisory
• One (1) ex-officio representing the Marina Advisory Committees
• One (1) ex-officio representing the Chamber of Commerce

Length of Term:
• Three (3) year terms

DISABILITY ADVISORY COMMITTEE
Duties:
This committee acts as facilitator for accessibility issues concerning City programs, services and facilities.

Requirement(s) to be a Member:
• Six (6) members are required to be residents of the City of Dunedin.

• Two (2) alternates

DUNEDIN HOUSING AUTHORITY
Duties:
The Dunedin Housing Authority falls under the auspices of the Pinellas County Housing Authority and oversees the safe and sanitary dwelling accommodations for families of low income.
This Authority requires filing a Financial Disclosure Form.

• Dunedin resident

Maximum Number of Members:
• Five (5) regular members
     o One (1) member must be using services of the DHA.

EDGEWATER DRIVE ADVISORY COMMITTEE
Duties:

The Committee shall be advisory to the City Commission, City Manager and staff to evaluate and make recommendations to the City Commission on all matters relating to the use, maintenance and improvement of Edgewater Drive from Union Street north to President Street, its right-of-way, its upland area seaward of the roadway, its wetlands, and its adjoining marine waters.

ENVIRONMENTAL QUALITY COMMITTEE
Duties:
The Committee shall be advisory to the City Commission, the City Manager and his staff. Primary duties shall be to encourage private beautification efforts and the visual improvement of public facilities and grounds, and encourage and initiate those projects that will contribute to the beauty and healthfulness of Dunedin as a good place to live, work and play.

FIRE PENSION BOARD
Duties:

The Board of Trustees has the sole and exclusive administration of and responsibility for the proper operation of the system and for making effective the provisions of this division are hereby vested in a board of trustees.
The Board is designated as the plan administrator. This Board requires filing a Financial Disclosure form.

     o Commission appoints two (2) members
     o Firefighter members of the system elect two (2) members

HAMMOCK ADVISORY COMMITTEE
Duties:
This Committee shall be an advisory to the City Commission, City Manager and staff to analyze environmental and ecological conditions in The Hammock and make recommendations to protect and preserve it as a unique remnant of the original hammock forest.

Members of this Committee have the delightful task of helping to oversee the care and protection of an urban park that is unique in this region of Florida. With their help, this hidden treasure has been introduced to more and more members of the community.

With green spaces rapidly disappearing from Pinellas County, the opportunity to preserve and enhance this 85 acre subtropical forest is critical for the environment. Working with a "hands-on" park director, the Committee plays a part in improving trails, removing threatening exotic plants, reforestation and upgrading amenities for visitors. Recently, they helped to identify drainage problems that resulted in old growth tree loss and participated in a master plan to re-hydrate the wetland section of the Park.

Members of the Committee frequently walk the Hammock and report on areas that need attention, as well reporting positive findings, such as seeing an eagle perched in the treetops. Citizens with an interest in nature and a love of the outdoors would find a rewarding opportunity awaits them on the Hammock Advisory Committee.

HISTORIC PRESERVATION ADVISORY COMMITTEE
Duties:
This Committee shall be an advisory to the City Commission, City Manager and staff to safeguard the heritage of Dunedin by preserving the resources of the community which reflect elements of historical significance; identify, designate, and make recommendations on regulating historic landmarks in order to preserve their historical significance; maintain an inventory of historic structures; and develop a historic plaque policy and application process.

Requirement(s) to be a Member:
• Dunedin resident

Maximum Number of Members:
• Seven (7) regular members 
    o (1) member with a background in architectural history 
    o at least one (1) member who has a specific expertise or demonstrated an interest in, local history 
    o at least one (1) member with a background in engineering 
    o Dunedin Historical Museum Executive Director

LIBRARY ADVISORY COMMITTEE
Duties:

This Committee shall be advisory to the City Commission and to the City Manager and his staff. Primary duties of the Committee are to study issues relative to the operation and capital expenditures of the City of Dunedin Library.

The Committee shall monitor and report to the City Commission all matters relative to the administration, capital expansion, efficiency of delivery of services and all other matters relative to the continued successful operation of the library.

LOCAL PLANNING AGENCY
Duties:
This agency serves and acts as the Land Development Regulation Commission of the City and assists the City Commission, various appointive boards and administrative officials in advice and counsel concerning matters relating to the planning and future development of the City and its adjacent urbanized planning area.

This is a quasi-judicial agency and requires filing a Financial Disclosure form.

Duties:

This Committee shall be advisory to the City Commission, the City Manager and his staff. The primary duties of the Committee shall be to assist the City Commission in the operation of the Marina as a self-sufficient enterprise.

The Commission may initiate such efforts and investigations as it deems appropriate in order to properly inform itself and to provide the greatest degree of assistance to the City Commission, City Manager, his staff and the public.

Requirement(s) to be a Member:
• Dunedin resident

     o Three (3) slip renters
     o Two (2) members with fiscal or business experience

Duties:

This Committee reviews the City Code of Ordinances and makes recommendations to the City Commission.

PARKS & RECREATION ADVISORY COMMITTEE
Duties:
This committee acts as a liaison group and conduit of public opinion from the citizens of the City; coordinates with the work of any single purpose committees dealing with a single purpose project or program, advises the City Commission and the Director of Parks & Recreation of the City as to its interpretation of the community needs and desires as to the types of leisure programs and facilities; prepares, and from time-to-time amends and revises, a general plan for meeting present and future leisure requirements of all areas of the City and for all of its citizens.

Requirement(s) to be a Member:
• Dunedin resident

Maximum Number of Members:
• Nine (9) members
• Two (2) alternates
o One (1) of whom shall be a youth member between the ages of 15-18 years, who shall either be a resident or enrolled in a Dunedin school

• Three (3) year terms

PERSONNEL REVIEW BOARD
Duties:
The Board shall represent the public interest in the improvement of, and make inquiries and recommendations to the Director of Human Resources and the City Manager as it relates to personnel administration. They advise on matters of problems of personnel administration, hear appeals and render final decisions in cases of any classified service system employees who have successfully completed probation involving dismissals, demotions and suspensions as provided under Section XIII of the ESSR, render advisory opinions on personnel matters, make annual reports and such special reports as it considers desirable to the City Commission and City Manager.

Requirement(s) to be a Member:
• US citizen
• Dunedin resident
• Over the age of 18
• Not related to anyone in that works for the City in any way

Maximum Number of Members:
• Five (5) members
     o Two (2) members appointed by the Commission
     o Two (2) elected by employees
     o One (1) appointed by the other four (4) members

• Three (3) year terms

PUBLIC RELATIONS ADVISORY ACTION COMMITTEE
Duties:

The Committee makes recommendations in many areas of public communication, enhancing the effectiveness of communication between City government, citizens and the general public. It reviews official documents and publications for distribution, making recommendations on their effectiveness in terms of content, format and distribution, as well as monitoring the effectiveness of programs and services provided on our access cable channel.

PUBLIC SAFETY COMMITTEE
Duties:

Primary duties of the Committee shall be to assess the quality of life issues related to public safety in Dunedin; make recommendations on public safety issues in the areas of law enforcement, fire protection, emergency services and both long and short term disaster planning and identification of cost efficiencies in public safety matters and inform itself and the public on whatever public safety issues it deems relevant to the interests of the City of Dunedin and to make recommendations to the City Commission regarding such matters.

Members of the committee shall be selected who show an interest in public safety issues or citizens with experience in law enforcement, fire and emergency management communications, DVERT and public works.

• Dunedin resident

Duties:
The Committee is comprised of citizens interested in social service issues with experience in providing social services, human services, counseling, or pastoral services.

     o One (1) member shall have pastoral experience
     o One (1) member shall reside in the Southside neighborhood
     o One (1) member a resident in the Martin Luther King, Jr./Lorraine Leland area
     o Four (4) at-large members

Duties:

The purpose of this committee is to study issues relative to conduct of operations of the Field Facility, with particular emphasis on the impact of the operation of such facility on the immediate neighborhood.

Duties:

This committee is comprised of citizens interested in addressing needs and concerns of the City stormwater system and its environmental impacts on City drainage basins and local waterways.

YOUTH ADVISORY COMMITTEE
Duties:

This committee shall be advisory to the City Commission, the City Manager and his staff. The primary duties of the Committee shall be to provide a liaison between the youth of Dunedin and the City Commission, to provide the youth a forum through which to address their needs and concerns, to provide input to the City Commission on issues affecting the youth in our community, and provide an opportunity to enhance the leadership skills and civic involvement among Dunedin's youth.

Requirement(s) to be a Member:
• Dunedin resident or enrolled in a Dunedin school
• No more than 19 years of age as of July 1 of the year of the end of that appointee's term

Maximum Number of Members:
• Nine (9) members
• Two (2) alternative members

Length of Term:
• Three (3) year terms

Meeting Day and Time:
3rd Thursday of the month 6:30 p.m.

MLK, Jr. Recreation Center
550 Laura Lane.
Dunedin, FL
