The City Manager Department establishes the City's organization, directs and supervises administration of all departments; enforces all laws, charter provisions and Commission policies; keeps the Commission abreast of policy matters; submits annual operating and capital budget to Commission; and reports to the Commission on the financial and administrative activities of the City.
Douglas Hutchens was hired in October, 1986 as Assistant Director of Public Works & Utilities.
Doug holds BS degrees in both Civil Engineering and Construction Management from Wayne State University (Detroit, MI) and Michigan State University (East Lansing, MI) respectively. He was also awarded a MS degree in Systems Management from the Florida Institute of Technology (Melbourne, FL).
A Senior Cost Engineer with Planning Research Corporation, Doug provided project management services on orbiter ground support and base operations contracts on NASA Space Shuttle related work at the Kennedy Space Center. Earlier in his career Doug served as a graduate engineer with Davy McKee Corporation, Cleveland, Ohio conducting design and construction plan assessments and economic cost projections on oil refineries and other petrochemical related projects for major domestic and international industry clients.
As Assistant Director, and eventually Director in 2003, Doug provided direct supervision of Dunedin’s Engineering Section operations and served as project manager on design and/or construction of several municipal projects including the City’s Water and Wastewater Treatment Plants; Spring Training Facilities; Dunedin Public Library; Dr. William E. Hale Activity Center; Dr. Martin Luther King, Jr. Recreation Center; Fleet Facility Expansion for the Pinellas County Sheriff’s Office; Fire Administration Building; and Solid Waste Administration Building.
Doug was promoted to Deputy City Manager in October, 2013 and has served as Interim City Manager since January, 2016.
