One of the most significant facets of
our city government involves boards & committees. The City of
Dunedin currently oversees 34
boards/committees/agencies/authorities as part of their dedication
to "
Quality Service" for our community. We are most fortunate to have the
expertise and knowledge offered by members of these
boards/committees as a continuing part of the service we provide.
As you may be aware, all meetings are open to the public and we
encourage you to attend.
We are seeking applicants for
THE BOARD OF FINANCE. The Board examines, analyzes
and comments on the investment policy of the City fiscal needs of
the major capital projects, the annual operating budget, annual
City capital budgets, etc.

We are also seeking applications for
the
DUNEDINSTADIUM COMMITTEE. The Committee studies issues
relative to the conduct of operations of the Dunedin Stadium with
emphasis on the impact of the operation of such facility on the
immediate neighborhood, revenue sources to be generated by the
operation and ongoing maintenance of the facility,
We continue to accept applications for all boards and

The Dunedin City Clerk's office is actively seeking
applications from qualified citizens interested in serving on any
of the City's 30 active Boards/Committees/Agencies/Authorities.
Those interested must be residents of the City, and unless
otherwise noted, shall not be an employee of the City or currently
serving on two boards/committees, etc. If you are interested or

and participation. We hope that this will provide you with some
insight as to each board/committee's function and purpose and that
you may be interested in serving as a member. For your convenience,

of your choosing.

requirements vary with each board/committee, members cannot be
employees of the City or be serving on more than two
boards/committees concurrently.

ADAADVISORY COMMITTEE
This committee acts as facilitator
for accessibility issues concerning City programs, services and
facilities.
Membership:7 members;2 alternates; 3-year terms.
Six of the members shall be residents of the City of
Dunedin

COMMITTEE ON AGING
The City of Dunedin's Committee on
Aging assists in projecting the needs of Dunedin's aging population
and helps promote the development of plans and programs to meet
these needs in order to contribute to the quality of aging in
Dunedin.
Recognizing that an elder ready
community is beneficial to all ages, the committees activities are
intergenerational in nature and include: older Americans month
annual program, caregiver educational series, essay contest (my
favorite older adult) through local schools, senior hall of fame,
elder ready community assessment (promotes universal design which
benefits all age segments and abilities/disabilities), communities
for a lifetime action plan, intergenerational programs, day of
sharing, hurricane preparedness seminar, quarterly forums, and
monthly meetings.
The structure of the committee on
aging includes an issues committee, hospitality committee, public
relations and outreach committee, events committee and an
historian. Any questions or interests in this committee should

All members shall be residents of the City of Dunedin or persons
whose principal place of business is in Dunedin, or persons who
serve in a major volunteer capacity with an organization that
serves Dunedin.

COMMITTEE
The committee's primary duties are to
develop and present a Cultural Plan for the City of Dunedin for
adoption by the City Commission, and to monitor the implementation
and success of such plan and to make recommendations to the City.
The committee will also serve as a panel for proposals involving
art and cultural issues.
All members shall be residents and/or
work in the City of Dunedin.

BOARD OF ADJUSTMENT AND APPEAL
This board is responsible for hearing
cases that fall within the purview of the Uniform Development Code.
This Board hears and decides appeals when it is alleged there was
an error in any order, requirement, decision, or determinate made
by the Building Department in the enforcement of the building code
regulations.
This is a quasi-judicial board and requires filing a
Financial Disclosure form.
Membership: 5 members; 2 alternates; 2-year
terms.

The board shall examine, analyze and

BUILDING BOARD OF ADJUSTMENT &
APPEAL
This Board hears requests for
variances to the provisions of the Southern Standard Building Code
and City Code.
This is a quasi-judicial board and requires filing a

Membership:7 regular members composed of
individuals with knowledge and experience in technical codes, such
as design professionals, contractors, or building industry
representatives; 2 alternate members:1 from the building industry
and 1 member from the public; 4-year terms.

CAUSEWAY & COASTAL WATERWAY
COMMITTEE
The committee shall study all issues
of public safety, concessionaire activity, commercial uses,
environmental concerns, public enjoyment of the causeway, its
adjacent waters, beach maintenance, its adjacent waters and the
ultimate effect on St. Joseph Sound, maintenance and navigation
issues relative to Hurricane Pass and the waters of St. Joseph
Sound adjacent to the causeway, and shall monitor and report to the
Commission all matters relative to the continuing development and
use of Honeymoon Island State Park.
All members shall be Dunedin
residents.
Membership: 10 members (1 member from
Environmental Quality, 1 member from Recreation & Parks, 1
member from Marina Advisory, 1 member from Royal Stewart Arms
Homeowners, 1 member representing the Chamber of Commerce, 5
citizens at large) 2 alternates; 3-year terms; 1 ex-officio
(Concessionaire).

CHARTER REVIEW COMMITTEE
This committee reviews and makes
recommendations regarding changes to the City's Charter.
Membership: 5 members; 2 ex-officio
members.
Meeting Time:Committee meets every 5 years.
Meetings are several times per month until task is complete.

CODE ENFORCEMENT BOARD
The Dunedin Code Enforcement Board is
charged with hearing cases involved with alleged violations of the
codes and ordinances of the City of Dunedin. The Board listens to
evidence presented by the city and by the respondent, as well as
any witnesses and attempts to work with the respondent to aid in
compliance with associated laws. The Board has the power to assess
fines if compliance is not met, but the true goal is to bring the
property into compliance so as to maintain the beauty and safety of
the City of Dunedin.
The meetings are recorded and are attended by the code
enforcement officers from the city, the director of community
services, the secretary of the Board and the city attorney.
Parliamentary procedure guides the meetings, but the Board may vary
procedure as it deems necessary in order to facilitate the orderly
conduct of the business before the Board.
This is a quasi-judicial board and requires filing a

Members are appointed by the City

COMMUNITY REDEVELOPMENT AGENCY
ADVISORYCOMMITTEE
CRAAC stands for the Community
Redevelopment Agency Advisory Committee. The community
redevelopment is basically the downtown area of Dunedin. Our
committee is very active, meeting generally every other month. We
advise the city commission on issues pertaining to the growth and
development of the downtown core.
Membership: 9 members; 2 alternates; 3-year
terms; (3-ex-officios - each one representing the Public Relations
Advisory, Marina Advisory Committees & Chamber of
Commerce)

DUNEDINHOUSING AUTHORITY
The Dunedin Housing Authority falls
under the auspices of the Pinellas County Housing Authority and
oversees the safe and sanitary dwelling accommodations for families
of low income.

Street north to President Street, its right-of-way, its upland area
seaward of the roadway, its wetlands, and its adjoining marine
waters.

ENVIRONMENTAL QUALITY
The Committee shall be advisory to

shall be to encourage private beautification efforts and the visual
improvement of public facilities and grounds, and encourage and
initiate those projects that will contribute to the beauty and
healthfulness of Dunedin as a good place to live, work and
play.
All members shall be Dunedin
residents.

terms.

FIRE PENSION BOARD
The Board of Trustees has the sole
and exclusive administration of and responsibility for the proper
operation of the system and for making effective the provisions of
this division are hereby vested in a board of trustees.
The board is designated as the plan administrator. This

Two members appointed by the City
Commission must be Dunedin residents.

appoints 2 members; firefighter members of the system elect 2

HAMMOCK ADVISORY COMMITTEE
The committee shall be advisory to
the City Commission, City Manager and staff to analyze
environmental and ecological conditions in The Hammock and make
recommendations to protect and preserve it as a unique remnant of
the original hammock forest.
Members of the Hammock Park Advisory
Committee have the delightful task of helping to oversee the care
and protection of an urban park that is unique in this region of
Florida. With their help, this hidden treasure has been introduced
to more and more members of the community.
With green spaces rapidly
disappearing from Pinellas County, the opportunity to preserve and
enhance this 85 acre subtropical forest is critical for the
environment. Working with a "hands-on" park director, the committee
plays a part in improving trails, removing threatening exotic
plants, reforestation and upgrading amenities for visitors.
Recently, they helped to identify drainage problems that resulted
in old growth tree loss and participated in a master plan to
re-hydrate the wetland section of the park.
Members of the committee frequently
walk the Hammock and report on areas that need attention, as well
reporting positive findings, such as seeing an eagle perched in the
treetops. Citizens with an interest in nature and a love of the
outdoors would find a rewarding opportunity awaits them on the
Hammock Advisory Committee.

The Committee shall be advisory to

duties of the Committee are to study issues relative to the
operation and capital expenditures of the City of Dunedin Library.
The Committee shall monitor and report to the City
Commission all matters relative to the administration, capital
expansion, efficiency of delivery of services and all other matters
relative to the continued successful operation of the
library.

This agency serves and acts as the
Land Development Regulation Commission of the City and assists the

officials in advice and counsel concerning matters relating to the
planning and future development of the City and its adjacent
urbanized planning area.

as it deems appropriate in order to properly inform itself and to
provide the greatest degree of assistance to the City Commission,
City Manager, his staff and the public.

The Committee shall be advisory to

request and receive information from mobile home park owners and
tenants on matters of general concern or specific issues, open
lines of communication between mobile home park tenants and mobile
home park owners to resolve disputes, and be a vehicle through
which terms, conditions of park rules, park maintenance standards
and terms and conditions of park leases can be communicated to the
owners.

This Committee reviews the City Code of Ordinances and makes
recommendations to the City Commission.

PERSONNEL REVIEW BOARD
The board shall represent the public interest in the improvement
of, and make inquiries and recommendations to the Director of
Administration and the City Manager as it relates to personnel
administration. They advise on matters of problems of personnel
administration, hear appeals and render final decisions in cases of
any classified service system employees who have successfully
completed probation involving dismissals, demotions and suspensions
as provided under Section XIII of the ESSR, render advisory
opinions on personnel matters, make annual reports and such special
reports as it considers desirable to the City Commission and City
Manager.
All members shall be over 18, US citizens,Dunedinresidents and not
related to anyone in any way.

5 members; 3-year terms.2 members appointed by the Commission, 2
elected by employees, 1 appointed by 4 members.

The committee makes recommendations in many areas of public
communication, enhancing the effectiveness of communication between
City government, citizens and the general public. It reviews
official documents and publications for distribution, making
recommendations on their effectiveness in terms of content, format
and distribution, as well as monitoring the effectiveness of
programs and services provided on our access cable
channel.

identification of cost efficiencies in public safety matters.

RECREATION & PARKS ADVISORY COMMITTEE
This committee acts as a liaison group and conduit of public
opinion from the citizens of the City; coordinates with the work of
any single purpose committees dealing with a single purpose project
or program, advises the City Commission and the Director of Leisure
Services of the City as to its interpretation of the community
needs and desires as to the types of leisure programs and
facilities; prepares, and from time-to-time amends and revises a
general plan for meeting present and future leisure requirements of
all areas of the City and for all of its citizens.
All members shall be Dunedin residents.

9 members; one of whom shall be a youth member between the ages of
15-18 years; 3-year terms.

SIGN CODE BOARD OF APPEALS
This board regulates all exterior signs by enforcing the City's
Sign Ordinance. The duties of the board are to hear and decide
appeals and authorize or deny any variances or special exceptions
to the sign code.
This is a quasi-judicial Board and requires filing a
Financial Disclosure form.
Membership:
5 members; 2 alternates; staggered 5-year terms

STORMWATER ADVISORY COMMITTEE
The committee is comprised of 12 members serving 3-year terms. They
meet the first Tuesday of the month at 6:30 p.m. at the Water Plant
Conference Room, 1405 CR 1. Their duties are to address needs and
concerns of the City stormwater system and its environmental
impacts on City drainage basins and local waterways.

SOCIAL SERVICES COMMITTEE
The committee is comprised of citizens interested in social service
issues with experience in providing social services, human
services, counseling, or pastoral services
All members shall be Dunedin residents.
Membership:
7 members (1 member shall have pastoral experience, one member
shall reside in the southside neighborhood, one member a resident
in the Martin Luther King, Jr. / Lorraine Leland area, and four
at-large members); 3-year terms.

YOUTH ADVISORY COMMITTEE
This committee shall be advisory to the City Commission, the City
Manager and his staff. The primary duties of the Committee shall be
to provide a liaison between the youth of Dunedin and the City
Commission, to provide the youth a forum through which to address
their needs and concerns, to provide input to the City Commission
on issues affecting the youth in our community, and provide an
opportunity to enhance the leadership skills and civic involvement
among Dunedin's youth.This committee consists of 15 members, and
all appointees shall be no more than 19 years of age as of July 1
of the year of the end of that appointee's term.
The Commission may name 2 members as alternate
members.
All members shall be Dunedin residents.
